The National Security and Defence Council of Ukraine (NSDC) said in a statement on 10 October that defence officials from Ukraine have had talks with the RTMC about a potential programme featuring the BTR-4MV1, which was unveiled by the BTR-4's manufacturer, the Kharkov Morozov Design Bureau, in late 2017.

The NSDC statement, citing Thai military officials, said the BTR-4MB1 "could become the main fighting vehicle for [Thailand's] marine corps". The NSDC added that negotiations between Ukraine and RTMC Vice Admiral Sangkorn Pongsiri "covered the issue of expanding bilateral military-technical co-operation".

Jane's reported in December 2017 that the Kharkov Morozov Design Bureau had completed factory testing of the BTR-4MV1 APC before possible adoption by the Ukrainian Army.

According to Jane's Land Warfare Platforms: Armoured Fighting Vehicles , the BTR-4MV1 is an advanced variant of the BTR-4 designed to provide enhanced protection and is manufactured and designed according to NATO standards.
